It was a "We can barely find enough men that are genetically adapted to the cybernetics and shit, so fuck it let's just use any women we can find that might work too" thing. Spartan Is, which is what Johnson is, tried to use the cybernetics on anyone, and it had a 99% mortality rate and people went fucking insane from it.
I mean over half of the spartan II children died during the augmentations, but it was still better and produced way more effective troops.

For the SPARTAN-IIs, they kidnapped children from their families and left flash clones in their place to die of illness within the year, making child soldiers into superhumans. Regular soldier in Halo at least has an interesting juxtaposition from the usual Spartan perspectives, and even ODST didn't change its mechanics up enough to match what they should really be like. The SEAF in Helldivers are fundamentally the exact same as Helldivers but with less efficient gear and no Super Destroyer support, and I genuinely do not care for WH40K to ponder the Imperial Guardsman quandary.
