These roles aren't as fixed as credits say they were. IIRC Nomura had a big role in writing some scenarios for characters like Shadow in FF6 and other important ideas for FF7 even though he wasn't credited as the main writer/scenario writer and ultimately the one who did the final version of the stories we got wasn't him.
tl;dr he had a big creative input other than just chara design since the 90s
