Outlaws is kind of an outlier but Denuvo has nothing to do with it. The reason why the PS5, Xbox and Deck have a hard time with it is because the snowdrop engine requires ray tracing for its global illumination, there is no raster fallback. All of these devices including the Deck have AMD GPUs, and outside of recent desktop GPUs, AMD ray tracing is utter dogshit. The Switch 2 has a low end chip as well, but it's Nvidia, which means it has access to hardware accelerated ray tracing and better upscaling tech than the Deck or current consoles.
As for GTA VI, that game will also use mandatory ray tracing for it's global illumination, so that hurdle at least might not be impossible to overcome. However, by their nature the GTA games are very CPU heavy, and the S2's CPU is even more anemic than its GPU, so I wouldn't hold my breath.

This much is true, if they managed to cram GTA V on the PS3 and Xbox 360, they could definitely put out SOME version of GTA VI on Switch 2. Then again, they didn't port GTA V to the Switch 1 even with the console selling over 150mm units, so it's possible they think that the Nintendo/handheld market is more trouble than it's worth.
