You install Tale of Two Wastelands and play it that way since NV doesn't have nearly as many compatibility issues as FO3 does.

TTW + NVTF/other misc NV fixes. It runs Fallout 3 in the NV version of the engine, which with fix mods, is much more stable than F3's version.

I run this game fine on Windows 11, GOTY edition, just set max frame rate in Nvidia app or control panel to 58 and it will run smoothly.

Literally everyone runs F3 through Tale of Two Wastelands. If you don't care about the New Vegas part just never go there
