Compare Sigint who's already a military equipment and weapons designer looking for top positions in MGS3 and then the game suggests he joined ARPA at the end. It's not a wild thing that he's the head of an agency and a super weapon's technology developer fourty years later.

Meanwhile what the hell ever in Para-Medic's actions, career or personality ever suggested that she would perform the most inhumane experiments possible to develop some slightly better soldiers? With how loose the MG1/MG2 stories are inside the canon I honestly don't see much issues with this being a story rework for an MG2 remake, the only real issue here is that we get in a situation where the name "Madnar" needs to be removed entirely, it can't just be an alias for Sokolov because Raiden credits his cyborg work in MGS4 to Madnar and Sokolov is WAAAAYYY too fucking old to be building up Raiden around 2014 in the canon timeline. Because revealing the most terrifying and inhuman villains in the series to be the mostly comedic side characters from a prequel game is stupid. These dorks are not strong or important enough to fill this role. Foreshadowing honestly means nothing, what these characters needed was depth and development and they never got any of that until V made Zero and his situation at least somewhat interesting.
