Sonic, Tails, and Knuckles as primarily a villain who Sonic teams up with was actually kind of perfect.
There's a reason they keep creating new characters to try to recreate that dynamic.

I'd still include Knuckles as the rival character. This would also allow for Metal/Mecha Sonic and Eggrobo as supplementary villains. Too much just Eggman as the only major villain gets boring.

If you ask me, Sonic Side Cast was at its best during the 6th gen. Or anything that had the Adventure artstyle and/or was used in Sonic X

It's honestly not bad.
It's mostly Sonic Heroes cast (where the fuck is omega) + some extra guys.
Jet is cool, really cool, but he works only in the rider games and not really someone i'd want as a main cast character.
Zavok is a non-entity. He debuted in fucking lost worlds and the writing there is corrosive. Next was featured in fucking Forces and yeah, even worse. I think he could work if you make him Eggman's Starscream, but that would require charisma, something that Zavok doesn't have.
