Parappa was retired because Guitar Hero blew it out of the water conceptually and financially. Parappa games literally could not compete with a rhythm game having 70-80 songs on release as opposed to a Parappa game having 10-12. He said it himself that nobody is going to pay modern retail price for that. And with freeware games like Osu and Clone Hero in existence, there really is no room in the rhythm game field for Parappa anymore. Most you'll get nowadays are Friday Night Funkin' mods and the very very rare unfinished fangame.
If the IP were to come back in any way that isn't just rereleases or nostalgia pandering it'd have to do something completely different.
