That is a true statement, but just because something is more complicated in its design, doesn't mean it's a better game.
For example, pic related (had to resize image because 4chan is poopy butts).
The left painting is titled "Spring". Not a bad painting, in fact it's pretty good compared to an amateur, and from a technical standpoint, especially compared to the right, it just looks like some kid finger painted it.
The right is Starry Night. Yeah, you've probably seen it before.
So why have you seen right and not left? Because right is undeniably Van Gogh. You can instantly recognize it, and know who the artist is. Who is the painter of the left painting? I don't know, I had to google "worst painters of the 19th century" to even find him, and that just proves how not good of an artist he is, regardless of how good of a painter Alma-Tadema might be.
Want me to prove this to you with video games instead?
I know you've played this.

But have you played Rimworld? Probably not.
Does that mean the Helicopter game is better? No, but you know about the helicopter game, you've probably played it a lot longer than you should have, you remember the feeling of narrowly hitting a wall and feeling relief when you didn't. That's what made it good and memorable after all these years, even though it's just a stupid and simple browser game.
