Yeah her ult becomes much more consistent after the buff, you just have to pass someone at some point and it guarantee activates on the final straight.
They also buff her secret events for winning the triple crown so she gets more stats for winning the Spring one, and more skill points and 2 Prepared to Pass hints for winning the Fall one.
Teio is kind of shit tier until that patch sadly. At least base Teio is, anime Teio is pretty good.
