Yep, it's a problem that's only gotten more extreme over time, the Extra, Apocrypha and FGO designs each managed to one-up each other sequentially with how ridiculous the outfits got.

That was a KT design, IIRC, I'm pretty sure the blue dress from Tsukihime is the oldest one but I could be wrong. The white dress is fine but I still feel that it's slightly more overdesigned than blue one, it always kind of bothered me that the white dress became her default TA attire and the blue dress was completely dropped after Tsukihime.

You can look for the cut content online, there's a lot. HF drags on because Sakura and Ilya were supposed to have their own seperate routes which got merged into HF. You can even find scrapped concept art for Ilya's h-scene. There was even an idea for loli Medusa and Medea route.
