My PC is literally in the top 1 percentile (9950x3D and 5090 both under custom water) and I will happily cap certain games to 30 fps even when I can easily get 80-100 fps running full tilt. There's something about gaming at 4k max settings and my GPU is running at 29C with complete silence.
