No, it's an NTFS reparse point. Most filesystem operations treat it in a transparent manner. This is unlike shortcut files, which need to be interpreted by the application.

I think you can manually edit a shortcut to point to a relative path, but I can't test it right now as I am phoneposting.
There's also utilities that you can download from online that allege to be able to do this.
