I hope it's because they're working on simulating all the NPCs on the map at the same time
simulating them training, fighting, dying, getting stronger etc. a real economy with traders and shit

I had to uninstall Kenshi because it caused problems with IRL. I put 170 hours on that game in like 3 weeks. Barely scratched the surface too.

I haven't used unreal, but in Unity I can make burst compile classes and do maths on 100,000's of entities positions at ~1000fps, on the main thread no jobs.
I just looked it up and you can achieve hardware maximums in Unreal doing Vector maths with all the SIMD stuff like normal
there's no reason Unreal would stop you simulating your world.

It's not required at all anon, literally 1 week and a half ago an almost decade old project made on UE4 finally came out and it's pretty underrated, the environments are peak aesthetic the PS5 version it's worse though, you should play it on PC.

Everything else trying to kill you is simulated. It's just that money is of no consequence in an apocalyptic world. Cats buy you food, maybe a rusty weapon. You can sell hash and make infinite money? You think you discovered an exploit? With useless money? It is a murder hobo sim. What else would it be? Faction wars would literally just boil down to sheks and robots beating everyone in 50 days anyway since they have the best stats for combat. You think The Holy Nation is going to get anywhere when they fear prosthetics? None of that moves so the player can have time to achieve what he wants. I'm deeply sorry that your sense of fun comes from nothing but observation. Maybe you should just watch TV.

I wouldn't be surprised if he's struggling to make that "boats" idea work out. There's so much more logistics to think about when maneuvering boats that he wouldn't have had to think about with half a dozen troops walking on sand.

You can find squads from the various factions patrolling around. Sometimes they fight each other which is always a pleasant sight when you're out for a walk. You can find tech hunters out in the absolute middle of nowhere which fits their job description. Raiders or bandits getting their asses kicked by guards. Smaller towns getting completely overrun by beak things and the like.
It could be much better but it could be worse.

Sure it's not like wars are actively being waged between the factions but there's still a solid amount of simulation. And at the very least, it makes sense lore-wise since all the factions aren't in a position to be too aggressive (Holy Nation fighting a war on all fronts, Shek Kingdom recovering from a civil war, UC suffering from food shortages) when the game takes place.
