Yeah this is a major flaw. It wouldn't shock me to learn that they made it that way because early playtesters would just sit in a corner too afraid to move for several minutes because they didn't know if it was safe to leave or not. And even though that's the whole fucking point, you're not meant to feel safe once a monster appears, they ultimately decided it was too detrimental to gameplay.
