I don't remember details of the threads I discussed on there in 2013, but I would have always said that Mami was on technique stronger than Homura, but Homura chooses actually performant and effective weapons instead of old-time muskets, so she's still the more dangerous combatant. Also I don't even remember what Mami's and Kyoko's combat gimmicks were, and Homura had time stoppage, so again she has way stronger magic.
