The creative process is highly iterative. You can have a feature that sounds good on paper but the devs just can't make work right. Then in another universe the devs manage to make it work and it becomes the games defining feature. Or you have a designer who happens to be at a design meeting, has a eureka moment idea and the ball rolls from there. If that designer hadn't been at that meeting it would never have happened.

Honestly I think a big reason why this happens is because it's a new IP vs old IP. If it's an old and beloved IP then people will excuse a little bit of shittiness while a new, spiritual successor IP is going to get judged harsher. It doesn't have that safety net AND people's expectations are higher since it needs to live up to the old IP. If Yooka Laylee, for example, just had a Banjo skin on top then people would probably like it a lot more considering they're willingly to excuse how shitty Tooie is because it's a Banjo game.

fuck you, tabula rasa was fucking awesome in closed beta. there were constant alien invasions all over the areas, and you had to actively battle for and liberate outposts together with other players against tons of enemies who would die quickly.
then, during the open beta, they slowly changed the game so enemies would take forever to die and reducing enemy density by 99%. no wonder it flopped.
similar shit happened to firefall, great during beta, but then they decided to literally copy wow and introduce leveling, level-locked zones and rarity (with the same color coding as wow). and look at that, suddenly everyone stopped playing.

Bloodstained was decent overall despite it being essentially a carbon copy of SotN and the GBA/DS titles, was it amazing? No. But it did what it needed to do. It delivered a spiritual successor to those games devoid of the attached ips it was known for. Yes, there is no Dracula or any of the monsters those games are known for but it was a good at that those later games without Konami's brands in it.

Too often. I worked on a very famous 5th game in a series in 2013 and only something like 6 people worked on it that were also on the credits for the first installment in the 90s.

I then worked at a smaller developer who made a game that was very famous around 2011. Not for being good, it was just a AA Indie darling.

By 2016 they were still bragging about that one game, because they hadn't done anything significant since, and again only a handful people working there were part of that original boring game.

There are many successful examples of people leaving one studio to form another and creating great games as a result but that all existed pre-2014ish. The Evil Within is genuinely better than most mainline Resident Evil games but the fans are still blinded over their infatuation with Resident Evil 4, almost 20+ years later.
Chances are that you still think of Resident Evil 4 whenever the series is mentioned, and not of 6, VII, Viilage, multiple failed online games, the netflix movies and the remakes of which only 2 was any good.

Balan Wonderworld is actually fairly competent on the technical side of things, sometimes scuffed on the visual side but generally accomplishes everything it goes for.
What fucks up the game is that insane design. The one-button limitation, the limited use costumes you need to farm in other levels, the QTE shows that get longer and more frequent as the game goes on. With proper design it could have been a 7.5/10 game instead of a game you play to laugh at

Game development is a team effort like movie making. Publishers holding the purse strings are usually there to restrain and keep the game director in check because if they don't, then they go in weird directions believing in their own hype or become money sinks to "I like this idea so let's put that in the game" not thinking of the cost because they don't have an accountant to keep them in check. That's why you get many kickstarter failures and Star Citizen. Not saying all publishers are saints with good ideas all the time but when you put your money on a line for a project, you definitely want to make your money back and cautious and on hand when you see things go off the rails in development.
