The majority of the time they're clumped up in random spots like retards doing nothing at all, sometimes they're actually working properly, but most of the time they aren't. I wouldn't mind it if it were a couple of NPCs out of place, but in my experience the majority of settlers aren't doing anything but wandering around and getting stuck on things. No amount of mod rugs, places to sit and hang out, jobs, work stations, entertainment activities gets them to function properly once your settlement has more than like 8 people.
It's annoying and frustrating how bad the settler behavior is. You put all this effort into meticulously crafting a settlement and the settlers themselves are retarded no matter what you do. No one who's played FO4 will pretend they aren't incredibly buggy. Almost ruins the point of making a settlement in the first place other than having a cool base.
