He wants control over the content. That's it. He's gone on record saying he doesn't like how the Steam Workshop on GMod is and thinks that if he controls it and makes his own rules, then he can better moderate it. He's also doing it to out right copy the Roblox system of everything being on the cloud, mods included, because then it makes it easier to make 'games' rather than modded servers.
