I prefer the buglectors being so considerate as to put not-ammo in their base for the PC to use. In a place they surely thought has no chance of getting into ever. Well, they're also something between a retcon and an asspull but still.

Thermal Clips were the dumbest fucking retcon. Lazy motherfuckers just didn't want to figure out how to address complaints of firearms overheating in the first game, so they just said, "Fuck it! Make it an ammo system."

bioware tried to implement a hybrid system, with gradual cooldown and ammo clips for instant cooldown but the bosses said no. You can actually implement the hybrid system with some edits to the ini file

Even if you tried that bullshit explanation, it doesn't explain how it covered the galaxy in such a small amount of time. There should be guns out there that are completely ineffective and of the older generation floating around.
