before steam all you were actually buying was a license to play the game, which was your CD Key.
Some games even limited the amount of times you could use the CD Key before it would be disabled and you would have to purchase the game again to be able to install it to a new system.
Its not like DRM wasn't a thing before steam, its just that everyone was doing their own weird shit and a lot of it fucking sucked, and if steam wasn't around I wouldn't be shocked if a lot of PC games these days were unplayable because the jank ass DRM systems they had in place don't work anymore.

Pretty sure it's the same on GOG, but at least you can download the installers and back them up.

The point, retard, is that despite "only buying a license" it was still a physical disc that you can back up, and a copy you didn't have to worry about some corpo demanding you get permission before you can even install it.
