It's much more annoying to do at the bottom line, even the customizable NPCs in these games don't come close to what the player can do. Then you have to write the content in such a way that it accounts for the possible transformations and ideally has a unique scene or two for each. It wasn't super extensive in CoC1 to begin with, but it's no wonder that for the PC they pretty much drop the latter wholesale in TiTS and CoC2 and the former falls under randomly pulled adjective-cases or maybe gets a throwaway line, let alone trying to do it for every female NPC.

Mix of both, from a technical standpoint it's very impressive for what is essentially a solo dev game, but in terms of content and game play it's all over the place. It is INCREDIBLY sub focused for starters to the point where any kind of sex you initiate without fist beating up the NPC is considered submissive on your part.

Another example is that its very bandage focused as well which makes normal gameplay almost impossible but it never really explains this to you or warns you about it and its very liberal with doling out random locked gear that leaves you completely defenseless forcing you to wait in a safe room until a specific npc who you then have to hunt down and will probably still rape you decides to unlock you.
