Well in this canon Umbrella really did die out, but there obviously was shit happening in the background with assets be acquired by other pharms rather than rogue agents/researchers going rogue.
It's another example of America thinking they are the centre of the universe really.
Umbrella's main operations were ALL in europe, that's where most of their facilities were.
The parent company; Umbrella Corp was a British company.
Umbrella Pharm WAS founded in Racoon City and the Arklay Lab and Hive were significant in USA, but even in the US their main facilities were in Chicago.
But once Umbrella corp died out alot of the business was bought out by Tricell and WP.
WP was tasked with making a T-Virus antidote and SOMEHOW the T-Virus makes its way back onto the black market.
Tricell was supplying shit to Umbrella and they threw them under the bus to save their skin, but bought out all the secrets (after funding the BSAA)
They made the T-Abyss virus.
When WP died because they were found to be selling the T-Virus they were supposed to be making a vaccine for, Tricell bought them out and found the G-Virus in one of their facilities.
This led to a partnership with Wesker, moving onto them getting the T-Veronica, Plagas and Ouroboros samples.
