Because dual analog controls are a a gimmick. Leave free camera to PC and mouse controls, but if all you have is dual analog, then you should only need to occasionally nudge the camera controls or they should fulfill a function that's more in line with what the face buttons do, like Metroid Prime or Pikmin.
On a dual analog controller the camera should mostly handle itself and either get out of your way 90% of the time or should be actively used by the developers to greater effect.
If you actively place more value on the camera controls and even force the player to play cameraman all the time, then you are forced to design a game where all you can do is walk around and look at things.
