when i check whales oscilate between using alice and modernia for the dedicated NGE fire team. Rei can be better than modernia on those teams for the buffs and she needs to burst for it. the last slot is either rei herself for manual or modernia or some other fire unit. I dont think its a genuine statement to use that as evidence that modernia has no use cases, especially for incomplete rosters. Her use also heavily depends on if the wind NGE team is useable and how effective the Cindy and blanc teams end up.
