Most of engines do that. UE5 is just slightjy more noticeable.
This is not lumen smearing but just bog standard TAA smearing. We have been cursed with this shit since the ps4 and xbone. Dumb fucking retard.

in unreal engine 4 you have screen space reflections which causes it in reflective surfaces. in unreal engine 5 the lighting (lumen) is also screen space in software mode so now you have not only in the water but everywhere.
