Commands that require doing a "motion" with the stick before pressing a button, like spinning it in a circle/half circle/quarter circle. Assuming you're a Leaguefag and have no experience with fighting games, motion inputs are typically regarded as a filter by people too lazy to understand why they're there, but to grossly oversimplify:
>blocking in most good fighting games requires you to be holding the opposite direction your character is facing
>most motion inputs require you to stop doing this for at least 3 frames (and that's assuming perfect execution on a move that only involved a Quarter Circle)
Essentially, to use MOBAfag terms, motion inputs are channeling time built into the very function of the move itself. Games that try to remove this aspect almost invariably run into some sort of problem— Mortal Kombat adds a block button so almost every MK game has some degenerate bullshit where you can start inputting your moves without letting your guard down, for example.
