The CIA, who are the only other people who know of the real situation in Dubai, understand if the world were to find out what US soldiers did to the people of Dubai, the backlash would be beyond cunted. So they make the decision to literally kill everyone, no witnesses to report on what the 33rd did. Or more aptly, what they had to do to survive.

However I'd argue those 5 deaths would not have occurred if that man never stole Water, which. What he stole what was meant for someone else, and by stealing that his selfish actions will lead to more deaths with Water running out quicker.

CIA and walker are the worst two.
Conrad fucked up his evacuation attempt so hard he blew his brains out of shame and left the 33rd to try and salvage the situation.
CIA has a brilliant plan to kill everyone left to make sure nobody finds out about Conrad's failure and US involvement.
Walker was not supposed to be involved past doing bare mininum of sightseeing for survivors then calling in his findings, and getting out.

The gameplay, the dynamic call outs (every game object has a unique callout when you order an attack command for an enemy hiding near it), and the branching story is pretty good for such an old game.

In a previous thread someone mentioned that during the dev play test, the players did their best to just run in and shoot the snipers instead of using white phos, then the devs removed that choice and made the snipers infinitely respawn until players were forced to use it.
