what? why not just pump damage at kill them even faster for their entire HP bar?

only time this is a good thing is if the enemy is spongy, or happens to work on a boss, which aside from some runs in Risk Of Rain, is about 0 times ever. I literally cant think of one other game.

It's maybe not something I'd actively choose to take but if an item dropped with it that's already good my response wouldn't be "what am I supposed to feel" it'd be "cool"

It's this kind of stuff which is more of a nuisance than interesting gameplay.
You can add items or consumables that do stuff like make it so you don't have to reload or pick up ammo, or increase status damage or whatever. But if the game is designed so you can clear the game with the default weapon upgraded a few times, most of the builds you can make tend to be sidegrades at best, which raises the question of why even bother.
I'm playing through Remnant 2 at the moment and I've had multiple cases of "these rings/amulets seem to pair well with this weapon" and then finding out it's not actually that useful and it's better to just pump damage or whatever.
