It really isn’t. Pokemon has been consistent that ghosts and ghost types are two separate things all the way in Gen I with things like being unable to harm the Marowak ghost.

The team I used to unlock Ho-Oh in Colosseum was nothing but NU tier trash. Use whatever the fuck you want because you can. It's the whole reason Pokemon games are made to be as easy as they are.
