yeah, if you are at the end game and have everything maxed out, you can pick between whatever you need, not in battle, you need to equip them all beforehand.
you simply don't have enough ability slots to even bring 1/3 of everything you could want to cover offensive wise let alone buffs/debuffs/support skills
and for 90% of the game, you simply do not have access to most of those abilities. especially with multiple tiers of strength where you might have access to the lvl 1 aoe fire ability, let alone for each of your characters.
