What I find interesting is that there seems to be a cap of 499~ pieces of litter possible on the map at once. After this point, any new litter simply ceases to spawn permanently. This means if you can isolate all of the possible litter into an area where no guests will walk, no one will ever complain about litter in your park. This comes at the price of a permanent -600 park rating penalty, but if you don't care about that, then it's sure cheaper than hiring an army of jannies to sweep the park.

No. I don't think there are any games of this tycoon style where money is really an issue, not even things like Capitalism 2/Lab.
But it can be an issue if there is a scenario where you need to optimize certain things within certain constraints.
In Rollercoaster Tycoon, this doesn't count because the community has already discovered thousands of ways to exploit the mechanics, so at this point, RCTs are literally RPGs. You need to role-play like the OP does, imagining that the bathrooms are luxurious and super clean, and things like that, to enjoy the game better.

There is absolutely nothing wrong, morally or practically, with charging money for restroom services in private places of business. It's arguable that the price should be factored into the pricing of your primary services, but it's also perfectly reasonable to only ask your customers that incur you bathroom costs to cover those costs instead of making everyone subsidize them. It's also perfectly reasonable for people to refuse to do business with you if they don't like your restroom policies.

If you can clench your bladder for 12 hours straight, good for you. Most people still need to use the restroom before getting home. I wouldn't call a restroom in a restaurant or amusement park public.
