I actually doubt that since SE really does not have faith in DQ whatsoever and it is usually Horii that pushes everything in the west.
Take Dragon Quest Dai no Daibouken for instance. That is not a work that Horii is involved in too deeply, so that was SE handling that.
The anime only got advertised by Crunchyroll, the manga only got five volumes from Viz- five years ago. The next five are releasing next year. All advertised by them.
The various games got nothing from SE in the West, and Dai's appearance in Jump Force occurred with, again, nothing from SE's side.
But the big thing is SE's initial refusal to bring over the 3DS versions of 7 and 8, until Horii pushed for their release. SE are not the people who would fully translate a manga for a country that didn't even really buy DQ3's remake.

He actually does care a lot about Western reception, and he did want to control how DQ is consumed- remember, "Play 3 first, then 1 and 2". Emblem of Roto, which starts releasing in two weeks, is set between 3 and 1.
