Yes, I've read the SH2 guidebooks that have interview sections where they say just that, so it's not just Ito it's the entire team.

As of SH3, they compiled a timeline which you can agree with or disagree with. I think it's VERY likely they didn't plan ahead and they were working backwards, but they did put a timeline together, although it's all relative ages. The SH0 Guidebook is mostly summarizing the timeline section found in the SH3 guidebook "Book of Lost Memories".
SH0 guidebook says 3 years later, and the Book of lost memories says Sh2 is "???" years later, but they both agree SH2 takes place afterwards.

The devs go back and forth whether the town is magical or if it was Alessa that set it all off. I do believe the original intention of Sh2 is to make it a side-story not connected to anything set decades before.
