Yeah they went out of their way to let you use whoever you want, you don't even have to do the evolve/devolve ABI grind from CS.
-Feeding someone fodder gives them a lot of stats and a lot increases their level cap (talent stat)
-I think if you really want to just use a specific Rookie forever you can keep feeding them fodder
-Generic skills can be unequipped and given to other digimon so if you want a specific generic attack on someone, you can grind out a digimon to get that attack on the side and just equip it onto your main digimon
-If you want to make a DNA digivolve like Omnimon, you can just make him ASAP and change his generic moves afterwards
The fodder feeding looks like it breaks the game's difficulty though just keep that in mind
