KT doesn't really want to do more DOA games. They still bear a grudge against Itagaki and DOA was his baby. Trying to make DOA into a generic Tekken/SF clone was never going to work, but they don't want to admit failure. So they had Hayashi and then Shimbori fall on their swords and take the fall so the suits calling the shots above them could save face. And gacha is the perfect fit for KT's cheap, low-effort style - it takes next to nothing to maintain, and makes them more money than any DOA fighter ever did. Fightan games aren't exactly a booming genre either.
