I don't know about current 40k as I got out of the hobby a decade ago.
But it was always super simple:
The imperium's totalitarianism was simply a necessity. Entire planets being nothing but one big ammo factory for example was absolutely necessary. Because if the supply to the frontlines, be it goods, or people, should break in, even just momentarily, humanity would be doomed.
The "losing war" with the back to the wall, was always the backbone of the Imperium.
But I got out around the time people started forcing the whole "but that's just imperium's own propaganda, you can't believe that" angle, despite literally every piece of lore (at the time) denying that, and the game LITERALLY being about war for survival.
I guess it only got much worse, because I reckon some of those people now work at GW.
