No, Flowey is "Asriel."
When Chara killed themself and Asriel took their SOUL, he carried Chara's body to the human village and put it down in a field of golden flowers, then when the humans attacked him he picked Chara's body back up and took it back to New Home with him. When he died from his wounds, his dust spread across the courtyard, including on Chara's body and the golden flower seeds attached to it.
Flowey was born when Alphys used the first golden flower that sprouted in the courtyard for her special experiment. The flower was injected with human Determination and came to life, becoming "Asriel" because it was infused with Asriel's essence from his dust. Flowey has Asriel's memories but not his SOUL, and without a SOUL he's incapable of feeling love and compassion for others.
When Asriel and Chara died and Asgore declared war on humanity in vengeance, Toriel left Asgore and the kingdom to go back to old Home (the Ruins), and she took Chara's body (which had been laid to rest in the tomb under the castle) with her to give it a proper burial. She buried the body where Chara first fell down into the Underground, at the hole in the Ruins where Frisk falls down at the start of the game. Chara is buried there, and the golden flowers infused with Asriel-Chara's dust sprouted from the seeds on their body.
When Frisk fell down, Chara was somehow "awakened from death" by some combination of Frisk's Determination and a lonely Flowey calling out to them in the Ruins (and The Player naming them at the start of the game). The "ghost" of Chara finds themself attached to the living vessel of Frisk, instead of a soulless flower like Asriel. What happens from there depends on you.
