The way Sony operates with their exclusives now is that they give their consoles priority exclusive timed windows. They're never going to release it at the same time because it would be considered unfair to people who buy their hardware. Their balancing act is timed periods to still say that they're making console exclusives. The only thing that seems unclear right now about their whole process of what games get prioritised in porting is that their scheduling is the only discrepancy. But Sony also making that move to PC was a major business change for them, so it's easier to understand why everything goes more unexpected when they changed the way they operated as a company.

Probably, something strange about Japan Studio related ventures (which astrobot still belongs to) not releasing might be some actual behind the scenes decision that I don't quite fully comprehend. Otherwise Bloodborne would have been ported a long time ago, just like DeS remake. It's still quite unclear how their whole process works but anything to do with the Japan division has it's own set of rules. The operate differently compared to any other company I've seen.
