no, its entire library is in japanese. they aren't going to hack together new translated versions of decades old N64 games, even for games that already have a translation from another console.
and needless to say they aren't going to put significant effort into a new feature that only japanese can use.
closest you'll get to a DD game on NSO is if they release OOT master quest at some point. even that they might balk at since they'd have to go back and recompile it to remove gamecube-specific text and hacks.
