I don't mind strong combat in horror games.
The most important thing is that it matches the setting you find it in.
SH Homecoming wasn't bad because of the combat being "too competent" but because the game itself was just not fun due to its story and overall atmosphere.
SH1, 2, and 3 weren't good because of their combat being subpar either, as the SH2 remake showed that despite making SH2 more combat-focused, it was still an amazing game due to its story and overall atmosphere too.
SH4 had an amazing start that shat itself almost exactly half-way into the game, but that was a product of time constraints and is possibly the SH title most deserving of a remake.

Combat is supplemental in horror games so as long as it aligns with the history of the protagonist then it has minimal impact on whether a game is scary or not. A little girl should not have more strength than an adult male twice her height and age and a soldier should not be more vulnerable than an average teenage girl.

Trying to add le epic action combat to this series was a mistake. The combat in SH1-4 wasn't deep but it fit the mood. It was middle-aged men or vulnerable teenage girls awkwardly beating misshapen, hacking and wheezing figures to death with a pipe in an alleyway, like trying to put roadkill out of its misery and failing over and over. I can remember thinking back when RE3 remake came out dodging kind of subverts a lot of the point of traditional survival horror gameplay anyway. At least in Resident Evil, part of it is supposed to be about careful routing, right?

Choosing which paths to take, which to clear of threats because you'll be using them a lot, trying to minimise trips back to the safe room to reduce your exposure to damage sources. That only works if some areas are more awkward to avoid damage in than others, often due to the close quarters, but when you just have a button you can press to phase through the enemy attack none of that matters at all anymore, it subverts the spatial element of the gameplay and reduces it to timing instead. Even in action games I've seen people complain about that but in survival horror in particular it seems like a bad fit.

I think it also just makes the combat feel too skill-based and the player feel too "slick" at times, it doesn't fit the tone whatsoever.

Yeah. In 1 and 2, zombies weren't just enemies, they were basically obstacles and you had to expend ammo and sometimes hp to remove then. Since this was a survival horror game, you had to manage your resources on which areas you had to sacrifice ammo and hp to create a safer path so you can reliably backtrack through it with little danger. This became emphasized in 2, especially the remake, with the addition of Mr. X which had you constantly moving back and forth the police station while Mr. X followed you. If you took the wrong direction into an area with zombies, it was your mistake for not making the preparation before hand and for not consulting your map and taking note of which areas were safe and which were not.
