The path to opening act 3 is about Hornet's intentions and motivations. The "bad" end comes about from Hornet simply seeking revenge for capture and freedom from pursuit, without a care for the land of Pharloom. The stuff you do to open the possibility of act 3 is about Hornet developing a desire to save Pharloom, not just seek vengeance. It backfires of course, but that's more on the snails. This is why all the side missions are called "wishes" rather than quests/missions or any other term games tend to use.
Also, it's because they wanted the flea minigames in act 3 so they gated act 3 behind a certain level of progression
