The real reason is because the American release of DMC3's Normal mode was actually the Hard mode and it forced people to properly engage with the mechanics to not get their ass kicked. Meanwhile you could cruise through GoW on normal spamming the same basic combos and you need to switch to the higher difficulty settings for things to get interesting.
