I assume the 3rd Person camera and that there's probably some sort of light narrative progression as opposed to Minecraft's complete sandbox. If there's some combat or RPG progression then it's even closer.

In dragon quest builders you manage a settlement where you get more and more characters living with you, build them little houses and places to work or eat and shit like that.

Dragon quest builders has combat but its mostly just about building things and managing your town and going through a story. Its also just 3rd person spamming attack button, not dragon quest combat.
