I mean they could release it on Steam like all the other ecchi games, the reason why they didn't transition to Steam is because the west is not their main source of income, and Jap gamers don't usually play on PC.
However it's kind of recognized now as a good platform for sub-stream income amongst low budget Jap Devs, so there are a quite a lot of niche Switch/Steam Japanese A/AA games on the market.

Marvelous's most expensive AAA game they ever developed Daemon x Machina 2 sold less than half of the first game which was an extremely budget project.
Now at the moment the only game they have announced is the Sakuna spin off which isn't even actually from them.

Anime but Strike Witches went through a similar problem, ecchi series that fizzled out with censored spin-off season.
However the character designer/main creator is keeping it some-what alive by making all-out porn on Fantia, so I at least want something similar to that for Senran Kagura.

If one ignores the story and focuses on the gameplay (I consider the Senran Kagura games fun to play for the most part), it's a matter of whether you prefer games beat 'em ups because the 3DS games are exactly that and can probably be compared to something liker River City Girls or Streets of Rage but with combos and more fast-paced combat...or games that aren't very different from something like Dynasty Warriors or N3 but with smaller areas, the PS Vita games Shinovi Versus and Estival Versus may as well be musou games with simplified gameplay or mechanics.

If you have a preference between the two, that may be you answer.
