At face value it's great tech, it allows slower card to effectively output at higher resolution than they could and it extends the life of older cards. In practice DLSS/FSR became the baseline so now even if you have a $,3000 RTX 5090 you have to turn on DLSS. Coincidentally that leaves the slower cards like the 60 series in the gutter forcing their owners to run 360p internal resolution upscaled to 1080p.

I don't know, if someone doesn't care that much or doesn't want to invest in PC gaming a 60 or 70 series card seems reasonable and in fact the 970, 1060 and 2060S were pretty good GPUs.
