Your businesses will generate a certain amount of business, and everyone will need housing and recreation, and power / industry is built in some place far away, and now you've got to connect everything.
That's what a city is, managing the distance between things and managing traffic. Cities exist to concentrate labor and resources, and when said thing are concentrated the main question is how Bob is gonna go to work in industry, then go to the park for a walk, then go to the store for shopping.
