The problem is that the way the courier fucked him over happened off screen and outside the players control so it completely breaks the "show dont tell rule". The game not giving the player real chances to shut him down is.
From what I remember you can only be agreeable, neutral or aggressive. there is no dialogue that uses your SPECIAL stats to refute his crap.
The early dialogue choice saying that he got the wrong guy could have been an interesting way to play it but the game just forgets about it afterward and continues like you are indeed the guy who delivered the nuke codes.

I usually let him live because I like hearing about the Van Buren tribes absorbed into the Legion. Besides Joshua and Cesar, he's one of the few people in the Fallout universe who's knowledgeable about those dead cultures and is willing to pass on that knowledge, one way or another. Caesar did everything In his power to erase them and Joshua is more of a ghost story outside of his tribe, making it unlikely for his experiences founding the Legion to spread very far.
