Because contextually, it's a malicious social attack on males that unjustly treats them as a collective entity and not as individuals that should to be judged on an individual basis (like everyone else), as it implies males are collectively not good and "need to do better". The accusation is intentionally left open ended enough so that any criticism levied against it can be easily dismissed, as whining/threats from "sexists, racists" and whatever other no-no phrases the powers need to attach to anyone who threatens their regime that week.
Mechanically speaking, this takes advantage of humanity's tendency to follow path of least resistance, since it takes significantly more effort for the victims of this social slander to explain why this is an unfair accusation against them than it takes for the people making this implicit accusation to call them "sexist, racist, ect", in response to their attempts to defend themselves from this slander.
