I think Saga falls apart as a character immediately after her family is introduced because they don't capitalize on it, it doesn't feel like a real thing to her or me the player. The second she is convinced that Alan is actually fucking with her life by rewriting it, she should be done with the jokes and there should be a sense of urgency to everything she does but it just isn't there. You mention her not having enough agency, I feel the opposite kind of. I wish Alan fucking with her life and her feeling helpless about it played a role in the story but it doesn't, she's just kind of always in control and I found that boring.
What better way to play up Alan losing it than by seeing first hand the consequences of him rewriting another persons life for his own benefit? But they never capitalize on it, because the threat never feels real, it never feels urgent.
And while I'm ranting, I also think they dropped the ball with Alan, he's obviously still the main character and the story is very much central to him but he feels stagnant, there's no interesting character development that happens, he's just kind of hitting the same note throughout the entire game and then the game kind of ends on the same exact note as the first game and that felt like a bummer to me.
I'm being very critical of it now but I do like AW2, and there are a lot of cool story beats and like I said the first half of it is really strong in terms of setting the story up and getting you intrigued.
