This is also a big overlooked factor. The majority of the on display collection at the British Museum was bought or traded, not looted. One of the biggest targets recently was the Rosetta Stone, and artifact that was priceless to Egyptology but was being used as a worthless cornerstone of a building by local Egyptians until a French guy noticed it might matter and took it with permission. Now suddenly it's the property of Egypt and must be returned.

Most of the countries agitating for the return of "stolen" artefacts tend to be poor shitholes where the accomplishments of ancient people who happened to live in the same place - and most often have basically zero relation to the people living there today - are the only things they have to be remotely proud about. Notice how you virtually never see developed, wealthy countries getting pissy about other countries possessing and displaying some of their ancient cultural artefacts. (Greece and the Elgin Marbles is one of the big notable exceptions to that rule.)
